Pit Bulls Attack Jogger

A jogger is recovering after being attacked by two pit bulls near Stone Mountain Park Saturday.

A police officer shot and killed the dogs when they came after him.

They say the dogs got loose along Stonewall Jackson Drive in DeKalb County.

Police say the jogger suffered several scrapes and bites to an ear and fingers.

A Stone Mountain Park police sergeant shot and killed two pit bulls Saturday morning after the dogs attacked a jogger and tried to attack the officer, police said.

Sgt. Mike Carney killed the dogs along Stonewall Jackson Drive, which runs along the south and east sides of the park, after they attacked Billy Rowe, 60, of Decatur, said Robert L. "Chuck" Kelley, the park's police and fire chief.

The attack occurred shortly before 9:30 a.m. while Rowe was jogging along Stonewall Jackson, Kelley said. Rowe fell and suffered cuts or lacerations on his ear, stomach and fingers, the chief said.

Another jogger who witnessed the attack grabbed a stick and came to Rowe's rescue, beating the pit bulls off him. The two joggers fled from the dogs and reported the incident to park police, Kelley said.

Officers began searching for the canines, and Carney spotted them near where the attack occurred. As the officer got out of his car, the dogs turned on him. Carney drew his gun and shot the animals when they came near.

"He did what he had to do," Kelley said. "We don't like to take that action."

An investigation revealed the owner of one of the dogs, Joseph Brown, lives on Rock Shadow Court, in DeKalb County near the park's southern boundary, police said.

Brown told authorities that his pit bull escaped through a corner of his fenced-in backyard, Kelley said. Brown said the other dog was not his, but that he had seen it lingering around his home.

Park police did not cite Brown for his dog's role in the attack but referred the case to DeKalb County animal control officers, who will decide whether to bring charges.

Rowe was treated at DeKalb Medical Center for his injuries, which were minor, the chief said.

There is BIG Money in Pit Bull Dog Breeding for Dog fighting in Georgia

Some of these dogs can bring as much as $5,000 a piece! Average is around $500 -$1000. A litter can be as large as 15 puppies. In the 6 months they were here they produced several litters. At one point there were as many as 22 dogs at this location right next door to me. Animal Control told me this was not the worst, some places people are having to put up with 30 or more dogs located in neighborhoods just like ours.

Can you just imagine the sounds that were emanating from this property, the concentrated dog feces smells that were drifting in my direction, and you add to that the barking from all the other dogs surrounding us in this neighborhood who had never before had a barking problem and you can hopefully see how my life became a total nightmare!

I was determined to not be driven from my home of 25 years by a bunch of drug dealing thugs operating an illegal dog breeding business in my once quite residential area. Unfortunately, we stood pretty much on our own to fight this battle, as the neighbors with their own barking dogs could not very well complain about someone else's dogs and they were all either too afraid or too busy to say anything about the drug dealers.

Because I was not willing to put up with it, my life was being threatened with threats of gang rape. I have video of this guy calling up some of his thugs, giving them my name and address and telling them to come here to gang bang me. That was after I was nearly run down by this guy with his vehicle while video taping one of his starving dogs being out. Only to have the Gwinnett Police say, after filing the police report with the video, that "we don't think it was a credible threat because he allowed you to get it on video tape!" So they just put the file a side and told me nothing more would be done with it, no investigation would take place.

The Police Sergeant said this without even watching the video or doing any kind of background check whatsoever on this guy. I was being left to do my own Police work to attempt to find out just who this guy really was and what kind of criminal activity had he already been involved in, so I could assess for myself just what kind of danger I was in.

What did I find? Well what I found was pretty shocking, this guy had a pretty colorful Felony criminal past, had warrants out for him, had criminal cases still open on him but all under different dates of birth. When the Police were out here on numerous occassions not one time would any of them look deeper than the surface. All they saw was dogs barking which is not a police problem to deal with.

No one would likely have put the criminal records of this guy together. Thanks to the Dekalb Criminal Court System http://www.ojs.dekalbga.org/ where mug shots are available I was able to show AC who I believed he was, that he was not someone who just moved here from Washington DC as he had claimed. In fact in one of the mug shots he was wearing the same exact jacket as he was wearing in my video clip taken when he tried to run me down.

Of course even now they won't confirm whether I am correct or not. I am told they cannot discuss anything about this case with me.

I have requested that I be told when they do finally arrest this guy and his thugs and told when they are released, but I know by now I will not be.

The last straw came when Animal Control told me they could no longer come to this property because this guy had warrants out for him and they don't carry guns! At that point I demanded to be told the name of the Sheriff, who does carry guns and who they claimed was looking into this case! I also told them I was going to the DA about their handling of this case.

Victims have less rights then criminals! AC required my identification in order for a complaint to be filed yet none was required of these persons even when serving them with the barking citations and the abuse and neglect citations. AC told me it was only because of my persistence that any citations were even served. My question is why? I have yet to hear an acceptable explanation for this.

Our nightmare began in August 2007 when the dogs were moved on to this property. It took 8-10 trips out here for citations to finally be served in November by AC.


In December there was an arraignment on the first set of citations served for barking and this guy pled not guilty which gave him a right to a trial.


In January more citations were served for neglect and abuse and he failed to show for that arraignment yet no warrant was then issued.


When trial day came in February 2008 he did not show up, which was not surprising, so the Judge issued a bench warrant. I am told that should he ever be stopped by the Police the warrant will pop up, but you know what, I don't believe it for a moment.

After all the news with this Gary Michael Hilton murdering people, a flaw in the system has been admitted. They don't burden the NCIC system with ordinance violation warrants. When the opportunity was there to take Hilton off the streets they did not, he fell between the cracks. Hilton had no means to bail out of jail so no matter what they may say, the system clearly let those people down.

So anyway, while we were all at the courthouse waiting to have the trial, this guy calls on the phone, says he is on hisway. All the while he was really here moving out all the dogs and whatever else from within the house!

When we arrived home, we were greeted by a number of the drugy teenagers in the neighborhood, flipping us off, for I would guess chasing away their local drug dealer!

Now I understand just why these people were not too happy to have me video taping! So from now on shoot first and ask questions later is going to be my attitude if any of them should come around here! I made certain the Police have a report filed on them. I have learned you can not rely on the Police, you must show these thugs you will not be intimidated by them if you want them to go away.

By the way, as a follow up, the Bank has taken the house over, not surprising, since the owner was likely apart of the unlawful conspiracy. I went inside the house to see what had been done inside. There was dog shit and dog piss everywhere and I do mean Everywhere! Just as I had told AC, they were hiding the dogs from them in the bedrooms and bathrooms, to make it appear that there was only one dog in the garage. My video records told the true story, if AC had only been willing to listen and watch.

I contacted the lawfirm handling the foreclosure and told them the whole story too, and they were shocked. I told them they better get someone out here to secure the house better because kids are getting into the house through a broken off back door. Next time if there ever is a next time I will in addition to trying to contact the owner of record for the house I will contact the mortgage holder on the house to let them also know what is going on.

The vehicles of these people exposed.

Once these people knew that I was in fact video taping each and every vehicle and person that came to this location, the vehicles finally began to stop coming around here and the ones that did all had temporary plates. So they were put on notice that I was not going to tolerate illegal activity running down my neighborhood.

The problem was I could not get the dogs rescued from these people. You see, I actually cared about these dogs. Time after time, I would call in a complaint to the animal control officers and time after time they would just call this guy on the phone to have him meet them here at the property. Each time they would make empty threats to this guy that if he did not do something they would take the dogs. He would always give them some kind of story and they would give him another chance every time.

Not once would AC listen to or watch my video. It was almost as if they did not truly want to know, because if they did they might actually have to do something about it. So I asked them, is the reason you are doing nothing about the dogs because you know that if you take these dogs they will just be killed and at the counties expense? They would never directly answer my question, but the answer is yes, they would have been killed. So was living in this horrible existence more humane then taking the dogs away even if certain death is what awaited them? What about me being treated humanely?

Because I like dogs and cared about the suffering of these dogs, I now live with the haunting fact that one of these poor innocent grey female dogs was killed because I called the animal control regarding it repeatedly escaping it's confines, being neglected and abused and begging for food at my doorstep because it was starving. Once AC took the grey dog, I desperately tried to find it a rescue, and when I did finally find one, it was too late! So this web journal is in memory of her. She deserved to be treated better.

I do not support breed specific legislation or a ban on Pit Bulls, however I do support the banning of unlicensed breeding of Pit Bulls in order to stop the dog fighters. I support heafty fines, penalties and forfietures for irresponsible breeding of any dogs. The problem with the way the law is written is that only those who arelicensed by the Department of Agriculture are subject to punishment and Criminals don't bother with licenses. So one way to stop this criminal enterprise is to require a license or you loose the dogs. Period.

I think rental property owners who make their property available to criminal adventures should be subject to loosing that property once they have been informed and they choose to do nothing about it. A Renters Quite Right to Use should not include illegal use. Holding the property owners responsible will go a long way toward cleaning up our neighborhoods.

The horrors of watching the abuse and neglect

These people did not even live at the property they rented, no one did but these dogs. The power was not even turned on to the house. They planted these dogs in my neighborhood for the express purpose of breeding them. These dogs were often starved for days and weeks at a time; were caged in tiny cages; were chained to the fences and trees, and they often got loose presenting a very real danger to the little children playing in our neighborhood.

All this so these people could profit from producing the puppies of these Pit Bull dogs for use in their illegal dog fighting activity or what ever they are involved in. They are part of a large operation according to the animal control officers. Gwinnett County Animal Control seemingly could do nothing, the property owner refused to do anything, and I had to witness it and listen to the cries of these poor dogs day and night for 6 months straight.

It was only after I had gathered enough video evidence of who these people were and what they were doing and I insisted on speaking with the Solicitor, the DA and the Sheriff of Gwinnett County that I finally had brought enough attention and heat onto these people to make them pack up and move away from my neighborhood. My sanity was at stake and all animal control could say was we want to catch the whole ring of them, so I needed to be more patient. My response to them was you don't have to live with it 24/7 like I do, so if you don't do something I will.

But you can rest assured they have only just moved their operation to yet another neighborhood where they and others like them will continue in this unlawful profit making adventure and they will continue until enough citizens rise up in outrage at the seemingly powerless system of Animal Control and Animal Welfare Enforcement that we have in our counties.

The laws regarding dog breeding need to be changed, the laws that are in place need to be enforceable and enforced. It appears the rights of these thugs are more protected than the rights of the tax paying real property owners who they happen to set up shop next to who must endure this constant form of torture and abuse with little or no recourse. 

I am told I can not hold the property owner responsible unless I first can prove that she was a knowing participant. I have the evidence that she knew about it because I went to great lengths to inform her and her property management company and they still did nothing, so doesn't that make them participants at some point? How about when they let it continue for months after knowing there was no rent payments coming?  

I am here to expose not only the people who are doing this and the property owner and property management company who allowed it, but also the people we pay with tax dollars to do something about it and who have failed to take action! I demand to know why and what they plan to do about it in the future when they freely admit this activity has gotten to be a really big problem in Gwinnett County Georgia?
